City wants to tape graffiti artists, shame them

The city of Chicago plans to publicly shame graffiti artists convicted of vandalizing property.

Under a program Mayor Daley is expected to unveil today, taggers would be forced to ride with Streets and Sanitation workers to the neighborhoods they defaced.

They'll clear weeds from vacant lots, pick up trash and paint over graffiti -- similar to the convicts who perform community service for the Cook County sheriff, according to Streets and Sanitation Commissioner Michael Picardi.

But Streets and San workers also will videotape convicted graffiti artists when they are doing their clean-up service.

The video will be shown on "CrimeWatch," the city-owned Municipal Television cable channel, said Sheri Mecklenburg, chief counsel to police Supt. Phil Cline and one of the architects of the program.

"Everyone will see the consequences of doing this," Mecklenburg said. "Graffiti is a serious problem -- a cause and a symptom of gang conflict. It causes real economic and psychological damage to a neighborhood."

The city has removed graffiti more than 84,000 times so far this year -- 50 percent more than the same period of 2005, Picardi said.

It's not only the province of gangbangers marking territory these days, Picardi said. Some simply view themselves as young urban artists.

"There is a Web site out there," he said. "These kids do these murals, take a picture and put it on the Web site. It's like a competition -- who has the biggest or best graffiti tag. It's a nationwide thing."

Under the new strategy, the city will seek state legislation to change the criminal defacement law, Mecklenburg said. The law would require community service, she said.

Law would require permission



The city also is proposing that the legislature require that the defendant prove that he or she was given permission to tag a property, Mecklenburg said.

Currently, the law requires a property owner to come to court to testify he or she did not give permission for the graffiti. Scared or busy victims often do not show up, and the case falls apart, Mecklenburg said. The city will launch an education drive to persuade victims to come to court, she said.

Every time police arrest a graffiti artist for criminal defacement, Streets and San will be contacted and will take a photo of the vandalism before cleaning it up, Mecklenburg said. The photo will be delivered to the Cook County state's attorney's office for the prosecution of the vandal, she said.

the reason graffiti is being scapegoated and targeted is for two reasons, one money of course and two the stain it leaves. a kid could get shot and killed at night and they will have the whole thing cleaned up by morning not graffiti it stays. and alot of people associate how fucked up an area is by how killed it is. another thing is money makes the legal system work if your are commiting crimes that cost money(graffiti theft) it will be dealt with more serious.. i mean lets be serious i was doin SWAP wit this cat who caught to gun charges in two weeks i got caught bombin thats it we both had the same penalty ten days swap and supervision is that really fair dude had loaded pistols ready buck and i just had cans...

The city of Chicago plans to publicly shame graffiti artists convicted of vandalizing property.

Under a program Mayor Daley is expected to unveil today, taggers would be forced to ride with Streets and Sanitation workers to the neighborhoods they defaced.

They'll clear weeds from vacant lots, pick up trash and paint over graffiti -- similar to the convicts who perform community service for the Cook County sheriff, according to Streets and Sanitation Commissioner Michael Picardi.

But Streets and San workers also will videotape convicted graffiti artists when they are doing their clean-up service.

The video will be shown on "CrimeWatch," the city-owned Municipal Television cable channel, said Sheri Mecklenburg, chief counsel to police Supt. Phil Cline and one of the architects of the program.

"Everyone will see the consequences of doing this," Mecklenburg said. "Graffiti is a serious problem -- a cause and a symptom of gang conflict. It causes real economic and psychological damage to a neighborhood."

Markings up 50%

The city has removed graffiti more than 84,000 times so far this year -- 50 percent more than the same period of 2005, Picardi said.

It's not only the province of gangbangers marking territory these days, Picardi said. Some simply view themselves as young urban artists.

"There is a Web site out there," he said. "These kids do these murals, take a picture and put it on the Web site. It's like a competition -- who has the biggest or best graffiti tag. It's a nationwide thing."

Under the new strategy, the city will seek state legislation to change the criminal defacement law, Mecklenburg said. The law would require community service, she said.

Law would require permission

The city also is proposing that the legislature require that the defendant prove that he or she was given permission to tag a property, Mecklenburg said.

Currently, the law requires a property owner to come to court to testify he or she did not give permission for the graffiti. Scared or busy victims often do not show up, and the case falls apart, Mecklenburg said. The city will launch an education drive to persuade victims to come to court, she said.

Every time police arrest a graffiti artist for criminal defacement, Streets and San will be contacted and will take a photo of the vandalism before cleaning it up, Mecklenburg said. The photo will be delivered to the Cook County state's attorney's office for the prosecution of the vandal, she said.
