Congressman quits after messages to teens found

WASHINGTON (CNN) -- Republican Rep. Mark Foley resigned Friday from the House after sexually explicit instant message conversations with teenage congressional pages attributed to him surfaced.
The instant message conversations were published on ABCNews.com and other Internet blogs.
According to ABCNews.com, someone using the screen name "Maf54," which ABC identified as Foley, communicated with congressional pages.
ABCNews.com posted these instant message exchanges:
Maf54: You in your boxers, too?
Teen: Nope, just got home. I had a college interview that went late.
Maf54: Well, strip down and get relaxed.ABCNews.com also cited this exchange:
Maf54: What ya wearing?
Teen: tshirt and shorts
Maf54: Love to slip them off of you.A third example from ABCNews.com:

Earlier Friday, a former congressional page questioned e-mails Foley had sent to him, describing it as "sick." Foley, a Florida representative, apparently sent the e-mails in August 2005, when the male page was 16 years old.
In the e-mails, which were obtained by the Washington-based Citizens for Responsibility and Ethics in Washington, Foley discussed a second page, saying "I just emailed [him]... hes such a nice guy... acts much older than his age... hes in great shape... i am just finished riding my bike on a 25 mile journey now heading to the gym... whats school like for you this year?"
Foley then asked the page for a picture.
The young man, who forwarded the e-mails to another congressional staffer, called the e-mails "sick, sick, sick."
"Maybe it is just me being paranoid, but seriously. This freaks me out," the page wrote in the e-mails obtained by CREW.
A spokesman for Foley told CNN the congressman acknowledged he had an e-mail exchange with the former page but flatly denied that it was anything inappropriate.
Florida Republican 'deeply sorry'

In his letter to Florida Gov. Jeb Bush resigning his position, Foley apologized for letting down his family and his constituents.
"Today I have delivered a letter to the speaker of the House informing him of my decision to resign from the U.S. House of Representatives, effective today. I thank the people of Florida's 16th Congressional District for giving me the opportunity to serve them for the last twelve years; it has been an honor," Foley said in a written statement.
"I am deeply sorry and I apologize for letting down my family and the people of Florida I have had the privilege to represent."
Foley was part of the Republican leadership, holding the post of deputy whip. He also chaired the Congressional Missing and Exploited Children's Caucus and was a member of the powerful House Ways and Means Committee.
Speaker Dennis Hastert of Illinois said he supported Foley's resignation.
"He's done, as of now; he's done the right thing," Hastert said. "I've asked John Shimkus, who is the head of the Page board, to look into this issue regarding Congressman Foley. We want to make sure that all of our pages are safe, and the page system is safe."
"None of us are very happy about it," Hastert said.
Election foe calls for investigation

According to GOP sources, Foley is concerned there may be other potential politically damaging e-mails or information out there and has concluded it's best not to run again for office.
Foley, who is considered a moderate, has been in office for six-terms.
His Democratic opponent in the race, Tim Mahoney, called Thursday for an investigation into the matter. Mahoney's campaign denied having anything to do with the information becoming public.
Before the questions about the e-mails surfaced, Foley was expected to win re-election in November by a wide margin.
The resignation comes within six weeks of the midterm elections in which control of Congress could come down to a handful of seats. The Democrats need 15 seats to end over a decade of Republican control of the House.
The Foley scandal may re-enforce the already negative opinion the public has of Congress and Washington, which could hurt Republicans this fall.
Florida Republicans could name a replacement candidate for Foley as soon as Monday. Foley's name will appear on the midterm ballots and cannot be changed, but any votes for Foley will count toward the party's choice.

Photographer for White House child sex ring arrested after Thompson suicide

The Justice Department, acting through the FBI and the U.S. Attorney’s Office in Omaha, emerges from the record of the Franklin investigations not so much as a party to the cover-up, but as its coordinator. Rigging grand juries, harassment of witnesses, incitement to perjury and tampering with evidence--federal personnel were seen to apply all of those techniques in the Franklin case. (John W. DeCamp, Esq., The Franklin Cover-up , Second Edition, January 2005)

WASHINGTON -- Photographer Russell E. "Rusty" Nelson was recently arrested two days after journalist Hunter Thompson reportedly committed suicide four weeks ago on February 10, according to two phone interviews with attorney John DeCamp last week.

Nelson was allegedly employed by a former Republican Party activist to take pictures of current or retired U.S. House-Senate members and other prominent government officials engaging in sexual criminality by receiving or committing sodomy and other sex acts on children during the Reagan-Bush 41 administrations.
Hunter Thompson’s death and the news blackout of Rusty Nelson’s simultaneous arrest raise questions that someone may be attempting to limit Nelson’s freedom or threaten him, since according to testimony, both men had allegedly witnessed homosexual prostitution and pedophile criminal acts in a suppressed but far-reaching child sex-ring probe closely linked to Senate and House members--but also former President George H. W. Bush.

[In U.S. District Court testimony, Rusty Nelson told Judge Warren Urbom he took 20,000 to 30,000 pictures, 2-5-1999, p.52]

Pedophile victim Paul Bonacci--kidnapped and forced into sex slavery between the ages of 6 and 17--told U.S. District Court Judge Warren Urbom in sworn testimony [pp.105, 124-126] on February 5, 1999: "Where were the parties?...down in Washington, DC...and that was for sex...There was sex between adult men and other adult men but most of it had to do with young boys and young girls with the older folks...specifically for sex with minors...Also in Washington, DC, there were parties after a party...there were a lot of parties where there would be senators and congressmen who had nothing to do with the sexual stuff. But there were some senators and congressmen who stayed for the [pedophile sex] parties afterwards...on a lot of the trips he took us on he had us, I mean, I met some people that I don't feel comfortable telling their name because I don't want to --- ...Q: Are you scared?...Yes..."

DeCamp, a former Nebraska state senator and decorated Vietnam War vet, told TomFlocco.com "there are tons of pictures still left; law enforcement is currently looking for them," adding, "you can also assume there are senators and congressmen implicated; otherwise this would not be such a big issue." But no federal official has stepped forward to protect Rusty Nelson's life, as Congress would be reluctant to hold hearings or force a federal prosecutor to probe its own members for sex acts with children--still punishable by law.

Sex with minors?

In his testimony before Judge Urbom, Bonacci specifically named Congressman Barney Frank (D-MA) as having participated in the parties--also telling the judge he had "relationships with him" in Washington, DC and was flown to Massachusetts for sex in the basement of Frank's Boston home. [2-5-1999, p. 126]

However, Urbom did not subpoena all the photos and did not ask Bonacci to identify photos of specific senators and congressmen, or reveal their names in court transcripts and depositions we examined; nor did Judge Urbom explain why investigations have never commenced regarding which members of congress had sex with children.


The evidence DeCamp presented was so credible and substantial that Urbom awarded Paul Bonacci $1 million for child abuse on February 19, 1999 regarding his lawsuit involving Larry King. This, despite a Nebraska jury having already indicted Bonacci for perjury in 1990, ultimately sending an intentionally damaged, spiritually and physically abused young man to prison for five years--and despite his treatment by King, described in court testimony:

"They put guns up to my head. Had guns put in my mouth...Larry King sent out boys, men, to jump me...he had them pretty well beat the tar out of me from the waist down so nobody would see the marks...I had my fingers broken...I can remember them burning me with hot instruments...placing stuff inside me...almost what I call a cattle prod...But it would be put inside then they'd shock me inside my -- ...Judge Urbom: Anus?...Yes... And they would -- ...Judge: You mean electrically heated?...They would put it in and then push a button and it would shock me...Judge Urbom:..done by Larry King at his direction?...At his direction..."

"I threatened to go to the police in California, thought maybe they would listen whereas in Omaha they were in his pocketbook...he had me hung out of an airplane with a rope by my ankles... If they wanted to get something passed through the legislature, he would put some people that were against it in a compromising position. By using us boys and girls ...Judge Urbom: Was this by your being the sexual partner of that person?...Yes...Judge Urbom: ...Any estimates of how often you participated as the sexual partner of one of these persons that he wanted to get some kind of control over?...There were times when it would be four or five in a night...on probably a couple thousand times...sometimes dozens of times with the same person..." [U.S. District Court testimony, 2-5-1999, pp. 146-151]

Curiously, Paul Bonacci told investigators that the sex ring was based out of Offutt U.S. Air Force Base near Omaha, having been taken there to be abused since he was three years old in 1970. At Offutt, Paul said he was "trained" by tortures, heavy drugging and sexual degradation. [Offutt AFB played a major role immediately following the 9/11 attacks as George W. Bush made the base his post-attack headquarters for a short period.]

So intent upon his physical harm, the government "moved Bonacci to different facilities--despite agreements worked out by DeCamp, purposefully given food to which he was allergic while his weight dropped, and denied a blanket for months...beaten several times in jail and placed with potentially violent people associated with Larry King," according to Decamp.

John DeCamp told us last week that "Larry King was released from prison on April 11, 2001 after serving about five years," adding "he's back in Washington, DC and now involved in this story again." [DeCamp's book also said "King went to prison for embezzlement, conspiracy and making false financial record entries...there was no trial on any other charges, and the evidence of child prostitution and abuse perpetrated by King was never presented in any court." Franklin Cover-up , p. 224]

John DeCamp just released an updated 2005 edition of his original book about the secret White House-linked national child sex-ring entitled The Franklin Cover-up [$12.95 + $4.00 shipping: contact decamplegal@inebraska.com for 2005 edition]. The carefully researched and graphic expose involves convicted [and recently released from prison] GOP operative Lawrence E. "Larry" King Jr. who allegedly hired photographers to capture legislators and high officials in compromising sexual positions with children while he managed the Franklin Federal Credit Union--according to court testimony on 2-5-1999. [Franklin was raided by federal agencies and shut down two days before George H. W. Bush was elected president in 1988.]

Past mysterious deaths, clandestine arrests, court testimony, and credible evidence of FBI and CIA participation in their cover-up also raise questions as to why elderly pedophile priests are removed from their pulpits, prosecuted and imprisoned for sex acts committed 40 years ago and why famous music entertainers are prosecuted for pedophilia; yet elderly pedophile federal legislators may still remain in the U.S. House and Senate--drawing a free pass for past criminal child-sex acts.

Regarding his role in taking blackmail photos of government officials, Rusty Nelson confirmed Bonacci’s testimony to Judge Urbom: "Q: Children on the airplane?...yes. Q: How young?...There was one situation went back to Washington, DC...he had probably 10, 12 years old...Q: Boys, girls?...Both...Q: Who attended the parties?...Prominent business people, very prominent high-ranking officials, politicians. The younger people. What would transpire was they would have a party and then a party after the party...after the party was more of a sex-type deal...That’s what Larry [King] would -- -- Q: These old politicians were having sex with each other?...Or people Larry would bring...some younger people...Did you take pictures of the parties?...I took pictures at some of the parties, yes..." [U.S. District Court testimony, 2-5-1999, pp. 89-91]

After the Secret Service allowed Paul Bonacci to have access to the White House on July 3, 1988, one of DeCamp’s investigators said the young pedophile victim was able to draw a floor-plan of the presidential inside living quarters of the White House--an area not available to the public--lending stong credence to a June 29, 1989 Washington Times front page story, "Homosexual prostitution inquiry ensnares VIPs with Reagan, Bush," when reporters Paul Rodriguez and George Archibald said "Call-boys took midnight tour of White House."

Presidential indiscretions--or criminal acts?

According to a Nebraska state police report, Nebraska Foster Care Review Board letter to the Attorney General, Nebraska Senate’s Franklin committee investigative report, and a 50-page report by Omaha’s Boys Town welfare case officer Mrs. Julie Walters, pedophile victims Nelly and Kimberly Webb detailed a massive child sex, homosexual and pornography operation run out of Nebraska by Larry King--but with close ties directly to the White House.

Mrs. Walter’s Nebraska Dept. of Social Services report (3-25-86) revealed: "[14 year-old] Nelly said at these trip parties hosted by Larry King, she sat naked ‘looking pretty and innocent’ and guests could engage in any sexual activity they wanted, but penetration was not allowed...Nellysaid she first met V. P. George Bush at the Republican Convention where King sang the national anthem, and saw Bush again at a Washington, DC party Larry hosted...Last year [1985] she met V.P. Bush and saw him at one of the parties Larry gave while on a Washington, DC trip. At some of the parties there are just men (as was the case at the party George Bush attended)...Nelly said she has seen sodomy committed at those parties."

The Walters report continued: "On December 19, 1988, Nelly was contacted and voluntarily came to the FBI offices on December 30, 1988. She was interviewed by [FBI agents] Brady, Tucker and Phillips...in September or October, 1984 when Lisa was 14 she went to Chicago with Larry King and 15-20 boys from Omaha...She indicates she attended a party in Chicago with King and the male youths. She indicated George Bush was present...she sat at a table at the party wearing nothing but a negligee. She stated George Bush saw her on the table. She stated she saw George Bush pay King money and Bush left the party with a nineteen year old black boy named Brent. Lisa said the party Bush attended was in Chicago in September or October 1984. The Chicago Tribune of October 31, 1984 said Bush was in Illinois campaigning for congressional candidates at the end of October."

Bush 41 surfaced again in Lowe's May, 1989 review of reports by Thomas Vlahoulis from the state attorney general's office: "Sorenson told Vlahoulis that both Kimberly and Nelly [Webb] brought up the name of George Bush and indicated that they had both met him..."

In spite of four polygraph tests administered by a Nebraska state trooper who said he was convinced Nelly was telling the truth, a Washington country, Nebraska judge in December, 1990 ignored Julie Walter’s 50-page report, numerous debriefings of the girls by foster care officials and youth workers stating the sisters told the truth--specifically about George Bush Sr., and dismissed all charges against their foster parents Jarrett and Barbara Webb, who Nelly and Kimberly said had allowed them to be abused.

Gosch to Guckert to Gannon?

Cable television news reports have recently linked an alleged male prostitute to the present White House since George W. Bush permitted James Guckert to use an unprecedented Secret Service-approved alias (Jeff Gannon) while having access to the White House for two years as a pool reporter serving the younger Bush--before which Gannon had advertised himself on internet pornography sites as a male "escort" charging $200 an hour. [Gannon is the subject of independent news reports which have referred to him as the former kidnapped Des Moines, Iowa paperboy Johnny Gosch--forced into child sex-slavery.] John DeCamp told this writer "I believe Johnny Gosch and Jeff Gannon are one and the same person--but I am not in a position to know positively."
During a recent phone interview, Noreen Gosch told TomFlocco.com that she is still not sure whether her missing son Johnny is in fact James Gannon, because she has "not seen enough evidence." But having been abducted in 1982, Johnny Gosch would now be about 35-36 years old. Gannon claims to be 47 but his "male4male" website escorts profile lists him as 31 in 2000, which would also make him 35-36 years old today.

George W. Bush has not explained how Guckert/Gannon--who had advertised himself as a male escort--could apparently operate in the White House as a reporter for two years using a Secret Service-approved alias and regularly be called upon by George W. Bush and press secretary Scott McClellan during nationally televised presidential press conferences.

Questions can be raised as to whether Gannon also had access to the White House living quarters as Paul Bonacci and other call-boys did during his father’s administration--as the Washington Times reported. Photos of George W. Bush and Jeff Gannon together indicate that they have a cordial personal relationship.

Noreen Gosch said her son Johnny is living under an assumed name after being abducted on September 5, 1982 while serving his Sunday morning paper route. During a clandestine visit from her son when he was 27 or 28, Mrs. Gosch said Johnny told her he was taken by a highly organized, very corporate global pedophile/pornography ring--linked to the Washington, DC congressional call-boy scandal during the 1980's.

Hunter Thompson directed child murder-sex film?

A controversial author, Hunter Thompson was allegedly linked to Larry King as implicated in Paul Bonacci's testimony in which the pedophile victim revealed that Thompson directed a graphic ‘snuff’ film [Franklin Cover-up, pp.102-105 & 327] made near Sacramento, California at a location called " Bohemian Grove ."

Bonacci--flown numerous times across state lines for sexual exploitation to Washington, DC and other cities--testified on videotape [5-14-1990] for Nebraska State Police investigator Gary Caradori. Bonacci said that while on a trip to Sacramento, he was forced at gun-point to commit homosexual acts on another boy before he watched other men do the same--after which the boy was shot in the head.

In separate testimony, Decamp said Bonacci told him "Larry King was smiling and laughing the whole time the film was being shown...as the men watched, they passed Nicholas [another victim] and me around as if we were toys, and sexually abused us." [U.S. District Court, 2-5-1999, pp.115-129]


Bonacci’s testimony has been evaluated as credible and well-informed by leading child abuse experts, psychiatrists, psychologists and polygraph tests; and he has also testified that he was forced to lure Johnny Gosch into being kidnapped--considered by many to be the most notorious U.S. child sex-slavery case.

Protecting legislators at the expense of children

John Decamp told TomFlocco.com that Franklin child-abuse witness "Alisha Owen was convicted of lying that as a minor, she had sex with Omaha Chief of Police Robert Wadman. She was placed in solitary confinement for years--the most brutal treatment of a female inmate in Nebraska history for a first-time offense," to which Decamp added, "it was done to keep her silent and away from other inmates, but also as a warning to the other children."

21 year-old Alisha Jahn Owen was sentenced on August 8, 1991 to serve nine to twenty-seven years in prison for telling a grand jury that she was sexually abused as a juvenile by a Nebraska District Court judge, by Omaha's Chief of Police, by the manager of the Franklin Credit Union, and others.

DeCamp said "Alisha witnessed abuse of other children and functioned as an illegal drug courier traveling nationwide for some of Nebraska's wealthiest, most powerful and prominent businessmen." But a local and a federal grand jury indicted the victim-witnesses for perjury--throwing the key young people in prison to cover up child-sex and illegal drugs.

The Nebraska State Senate’s primary Franklin Committee investigator Gary Caradori's March 14, 1990 notes revealed that on the day of the federal agents' raid on Franklin Credit Union, "a large amount of pornographic material was taken out of the credit union, including videos and photographs depicting sexual acts. I was told that if Friedrichs or any of the other people working for the CPA firm contacted by the government [audit] would say anything, they would automatically lose their jobs."

That evidence was never made available to the Nebraska Senate's Franklin Committee, nor was its existence publicly acknowledged by the FBI; and all raid warrants were sealed by United States Magistrate Richard Kopf--the same court official who ordered to have Larry King taken by federal agents to a federal psychiatric facility for "tests," on February 7, 1990 as President George H. W. Bush was coming to Omaha for a fundraising event.

Alisha Owen testified to the Franklin Committee on June 11, 1990 that the FBI attempted to influence federal witness testimony--that her former lawyer Pam Vuchetich had come to see her in the spring: "giving a proposal from the FBI that if I recanted my story then nothing would happen to me; I could get out of prison and no charges would ever be brought against me...they would write letters to the judge asking for my sentence reduction..."

Her parents, Donna and Alvin Owen told the committee about the incident on June 21, 1990: "Q: You testified that your husband was there?...sitting in the living room, I remember...Q: Did she tell you who in the FBI made that deal, made that offer to her?...Mickey Mott...He works closely with Rick Culver and John Pankonon...

Curiously, state policeman Gary Caradori, died July 11, 1990 in a small-plane explosion, one month after FBI officials attempted to coerce a key child witness to recant her testimony--and even though a deputy sheriff first at the crash site said there was child pornography scattered all over the farmer’s field and the farmer said he witnessed the plane exploding in mid-air before crashing to the ground
Johnny Gosch’s mother, Noreen, said "undisclosed sources told her the FBI immediately arrived with three flatbed trucks [modus operandi of FBI and Gov. Jeb Bush confiscating 9/11 hijacker documents at Venice, Florida’s Huffman flight school?], grabbed the evidence from the sheriff’s hands, cordoned off the field, walked the field, picked up every piece of evidence, took the plane and all its parts and put it on the flatbed trucks, and told the peace officer, ‘This is confidential information and don’t ever speak of it again.’ The evidence has never surfaced again in Nebraska’s Franklin investigation or any other investigation." [ Ted Gunderson Report , June 28, 2000]

DeCamp's book reveals more clear evidence of witness tampering and possible accessory to murder: On the evening of July 11, 1990, the day her husband crashed to his death, Sandie Caradori received several phone calls from [key Franklin child-abuse witness] Troy Boner. She wrote in her notes: "I am familiar with his voice and can be 100% assured that I did in fact receive telephone calls from him...Troy: Gary wasn't lying. He didn't tell me what to say. What I told him was the truth. (He spoke rapidly, fighting back tears) They made me take it back. They threatened me...You don't understand, they threatened me. They made me take it back. I was so scared..." [pp. 186-187]

In 1990, according to DeCamp, "Troy Boner was going to provide the information in open court, under oath, that would blow the lid off the Franklin case and force a new trial for Alisha Owen...As Troy came into the courthouse, he was immediately ushered into a private room by county judicial authorities...the hearing was delayed for one hour...Troy was in the room with a "Special Attorney" and with other officials from the prosecutor's office-- the very same prosecutorial team Troy was about to testify against."

"... Troy leaned over and whispered to me, "Oh God, forgive me. They guaranteed if I talk here today, they will put me away for twenty years...told me I would be charged with perjury for my original testimony if I opened my mouth today in court...Look what they did to Alisha...Look what they did to my brother." [found dead after playing "Russian Roulette"]

DeCamp's 2005 edition incredibly reveals, " In late 2003 [just before the 2004 election campaign started to heat up], Troy Boner [key abused child witness to national sex-ring] walked into a hospital in New Mexico screaming "they're after me, they're after me because of this book." The book Boner was waving was The Franklin Cover-up . Boner was '... mildly sedated and calmed down...and put in a private room for observation .' "

"When nurses came back to check on him early next morning, Boner was sitting in a chair, bleeding from the mouth and quite dead. Former FBI Los Angeles Bureau Chief Ted Gunderson tried to get autopsy and other information and details that were promised him on Boner's death, but Gunderson and apparently every other entity, were totally shut out of all information. No news stories were published on Boner's death despite his "notoriety" in the Franklin case." (John DeCamp, The Franklin Cover-up ) Another witness was gone.

DeCamp added that the FBI had also confiscated Larry King’s flight manifests from various airline charter companies, thus helping to cover up proof of sexual exploitation of children and interstate transportation of minors across state lines for sexual purposes.

Washington, DC: child sodomy hotbed?

Rusty Nelson’s quick arrest following on the heels of Hunter Thompson’s ‘suicide’ and alleged assertions that Jeff Gannon could be Johnny Gosch may all have serious criminal implications, as Thompson and Nelson were said to be closely linked to child sexual criminality at the highest levels of government--acts still punishable by law and easily meriting cover-up attempts by powerful forces.

Paul Bonacci, forced to help kidnap Johnny Gosch into sex-slavery, also told Franklin Committee investigators he toured the White House at midnight on July 3, 1988 with Craig Spence--a lobbyist and political operative who arranged male prostitute visits to the White House but who turned up dead himself just three months after the 6-29-89 Washington Times call-boy headline. The police were quick to call a suicide.

Spence had "hinted the tours were arranged by ‘top-level’ persons, including Donald Gregg, national security advisor to Vice-President Bush," according to the Washington Times [8-9-89], adding, "Spence, according to friends, was also carrying out homosexual blackmail operations for the CIA."

Spence and Gregg were reportedly close friends, as Spence had sponsored a dinner in Gregg’s honor in the spring of 1989 at Washington posh Four Seasons Hotel in Georgetown just before the White House prostitution scandal broke at the beginning of the Bush 41 tenure. A June 30, 1989 Washington Times report said "Rep. Barney Frank, Massachusetts Democrat and a self-proclaimed homosexual who several weeks ago threatened to reveal a list of Republican homosexuals in Congress, said he was ‘not surprised’ by the revelations."

The Times also said [8-25-1989], "A male prostitute convicted of drug trafficking and sex offenses against a minor used the Chevy Chase Elementary School in late 1987 to run his prostitution operation after the school's principal began buying sex from him."

"The call-boy was allowed to sleep and use phones in the school even after the principal left at 5 p.m., while teachers and the children were still involved in after-school activities such as chorus," said the principal, Gabriel A. Massaro, who also revealed "he had a four-year relationship with the prostitute and provided him with a guidance counselor's office and telephone at the model ‘magnet school’ even while children were in classes elsewhere in the building."

Also according to the Times, "Massaro acknowledged that he attended a meeting between Davis and his Alexandria probation officer at the Capitol Hill home of Rep. Barney Frank, Massachusetts Democrat, another client whose home the call-boy used to perform sexual services." The paper did not reveal the age or name of the call-boy or whether he serviced Congressman Frank.

A clearly unethical and likely illegal presidential appointment was also linked to the White House child sex-ring: "In August, 1990, Bush appointed Ronald Roskens of Nebraska to head the Agency for International Development (AID). Roskens had been fired the previous year as chancellor of the University of Nebraska, where Larry King was a member of his advisory committee.

[State Police "Franklin" investigator] Gary Caradori’s daily notes for February 19, 1989 record: ‘I was informed that Roskens was terminated by the state because of sexual activities reported to the Regents and verified by them. Mr. Roskens was reported to have had young men at his residence for sexual encounters." [ Franklin Cover-up , p.177]

DeCamp added that AID assignments have been used as a "cover" by CIA agents; and in spite of Roskens’ sexual background and termination by Nebraska educators and his clear potential for being blackmailed, President Bush appointed him anyway.

Karl: ‘Rove’ing DC, approving 'special' WH press passes?


The extent to which White House Senior Domestic Policy Advisor Karl Rove played a part in approving the Gucket/Gannon White House press passes is not known.

However, CBS News spoke of a Rove-Gannon connection , saying "Gannon's aggressively partisan work and the ease with which he got day passes for the White House press room the past two years make it hard to believe that he wasn't at least implicitly sanctioned by the "boy genius."

Following on the heels of Guckert-Gannon, Walter Storch, editor of the Barnes Review News reported a three weeks ago that "Karl Rove was seen by one of my people entering a private homosexual orgy at a five-star Washington hotel over the Mid-Atlantic Leather (MAL) weekend last year." [2004]

A Barnes reporter told Storch that "Karl greatly enjoyed the supervision of a certain hairy 350-lb. Leather Dominator who had won the Miss Virginia Daddy Bear title at the MAL festivities."

Storch wrote, "Karl used to hang out a JR’s, which is on 17th between P & S streets, before he became so well-known. This is a respectable gay bar for discreet people...," adding, "there is an expensive apartment...over near Dupont Circle that certain powerful senators take turns visiting with their pickups."

"Bush, via Karl Rove, was projected as a moral man who would return a hedonistic America to the simpler virtues of a bygone era. A large part of the American public, unhappy with what they saw as debilitating liberalism, abortion on demand, gay marriage and other forms of moral decay, put Bush back in office," said the Barnes editor.

"Now they have to deal with rampant male whores prancing around the White House in consort with a small army of closet queens, all of whom very obviously have the ear, and the confidence, (and hopefully, that’s all they have) of their ‘moral’ choice for President," said Storch.

Interestingly, TBRNews.org also counts "one Supreme Court Justice, several governors (all Republican) and at least one very prominent televangelist" among those high officials who are saying one thing and doing another with respect to Storch's closet queen issue.

While American citizens watch, unanswered questions remain as Democrats and Republicans ignore young witnesses with clear and credible evidence--refusing to hold each other's legislators criminally accountable for their unspeakable crimes against children.

I have little doubt that members of our government engage in excess of a sexually criminal nature. The bougeousie class is practically exemplary of it, just look at what could be considered the archetype for this type of behavior, the Marquis de Sade. It is also statistically proven that most sado masochists are middle and upper class.

I am encouraged by our media spying on our government (rather than encouraging dysfunction with "reality television"), like what has been happening in Italy. The fourth estate has this as their DUTY, as the mirror of society, and for an informed democracy to work properly.

Dutroux 'worked on orders of child-sex ring'

Testifying at his own trial for kidnapping, abusing and killing young girls in the mid-1990s, Marc Dutroux said yesterday he built and wired a secret cell in his cellar for the victims on orders of a child-sex network operating in Belgium.

"It was urgent to work quickly because we had to get the girls," Dutroux told Judge Stephane Goux and a jury of six men and six women.

"Nihoul wanted the girls," he said of Michel Nihoul, one of three co-defendants in a trial that comes almost eight years after the crime shocked the nation.

When Dutroux mentioned his name, Nihoul grabbed the phone to call his lawyer from the defendants' box, which is protected by bulletproof glass.

"I did all the electrical work [in the cellar cell] myself," said Dutroux of the dungeon where the prosecution alleges young girls were held hostage and abused.

"I put in three different lights to light up the place really well," said Dutroux, a previously convicted child rapist who allegedly committed the crimes following his prison term.

Dutroux said he was helped in that by Bernard Weinstein, a friend he is accused of killing and whose body was found in a garden behind Dutroux's home in the central Belgian town of Sars-la-Buissiere on August 17, 1996.


That same day, police also found the bodies of Julie Lejeune and Melissa Russo, both eight, who disappeared on June 24, 1995.

Dutroux entered no plea, which is possible in Belgium. Belgian law requires defendants to take the stand and answer questions from the judge, but they are not under oath.

The judge asked Dutroux about his parents and education but the defendant repeatedly sought to turn the conversation to a child-sex network.

"A big crime ring," he called it.

The trial focuses on the fate of six girls, randomly kidnapped and abused in a cell behind a custom-built, swing-away door in a cellar in one of Dutroux' seven decrepit homes.

Four died and two were rescued. Aggravating the pain of victims' families has been shoddy police work that let a previously convicted child rapist operate unchecked.

Dutroux received a 13-year prison term in 1989 for abducting and raping several young women, including a minor. Paroled in 1995, he allegedly returned to kidnapping, abusing and killing girls.

In the past eight years, investigators have bickered over whether Dutroux was a loner or part of a paedophilia network.

"I cannot get a presumption of innocence here," Dutroux testified. "I want to get to the truth. I want to have a fair trial."

Dutroux was allegedly helped by his ex-wife, Michelle Martin, 44, whom authorities say sometimes drove the kidnap van; Michel Lelievre, 32, and Nihoul, a 62-year-old Brussels lawyer.

Dutroux, Martin and Lelievre were arrested on August 13, 1996, a week after Laetitia Delhez, then 14, disappeared. Dutroux's van was spotted near a swimming pool where Laetitia was last seen.

She and another victim, Sabine Dardenne, then 12, were rescued from Dutroux's cellar on August 15, 1996. Police found the bodies of four girls in two different backyard graves on August 17 and September 3, 1996. Two are believed to have been drugged and buried alive.

Dutroux said after his arrest he had no lawyer and gave police "a statement that was stuffed with lies".

He denied kidnapping Julie Lejeune and Melissa Russo, the two eight-year-olds who went missing in mid-1995. But he said he took the blame partly because "I tried to protect my wife and tried to diminish her involvement."

He said Weinstein sexually abused Melissa when she and Julie were held in Dutroux's dungeon.

Prosecutors believe they starved to death because Dutroux's wife neglected to feed them when Dutroux was in prison for car theft for four months in early 1996.

Dutroux testified he came home one day in 1995 to find Weinstein, Lelievre and his wife at his kitchen table and Julie and Melissa in his house.

Dutroux was taken aback by the public impression of him as a paedophile.

"This is not paedophilia," he told Judge Goux. "I didn't know what paedophilia was then ...

"At the time, homosexuality and paedophilia was the same for me. It was foreign."

More than 100 people lined up in the cold early hours to vie for one of 50 standing-room places in the public gallery.

Eight years on, Dutroux appears in court - but will the truth be heard?
Suspicions of a wider network linger as date arrives for trial of Belgian child killer

Sabine Dardenne has waited a long time for this moment. On Monday morning, in a wood-panelled courtroom in the picturesque Belgian town of Arlon, Marc Dutroux, the man who abducted her nearly eight years ago, is finally to answer for his crimes.
Dardenne was 12 in 1996 when she was chained to a bed for 79 days and repeatedly abused. And she was one of the less unfortunate victims of a man accused of the kidnapping, rape, torture and murder of four other girls and young women.

Belgium's "trial of the century" promises to be deeply traumatic for a divided country, where the Dutroux affair has become a national tragedy. It is also likely to leave vital questions unanswered - not least whether the defendant formed part of wider network.

Dutroux, 47, his ex-wife Michelle Martin, 44, and two other men will face the court under heavy security and intense media scrutiny. Hearings are likely to last for four months, with 700 witnesses listed. If found guilty, Dutroux faces life imprisonment.

Psychologists say this story touches on the darkest and most primal of all human fears, concerning as it does the drugging, sexual violation and killing of children concealed in dark cellars.

Evidence


Dutroux's youngest victims were only eight. Melissa Russo and Julie Lejeune were abducted in June 1995. They drew on the dank walls as they starved to death in cages in a hidden dungeon under his home at Marcinelle, near Charleroi, while he was serving a prison sentence for theft.

Martin, a mother of three, allegedly fed her husband's German shepherd dogs but not the girls, who were later buried in bin bags in the back garden. Dug up with their bodies was that of Dutroux's French associate, Bernard Weinstein, who had been drugged and buried alive. "He was still breathing when I put him in the ground," Dutroux admitted.

In August that year it was the turn of An Marchal, 17, and Eefje Lambrecks, 19, abducted while hitchhiking near Ostend, in Dutch-speaking Flanders. They were forced to swallow a sedative and raped. Their emaciated bodies, their mouths gagged, were discovered at another of Dutroux's properties.

Sabine Dardenne was bundled into a van while cycling to school in May 1996. Laetitia Delhez, then 14, was kidnapped on August 9. Dutroux told Sabine her parents were refusing to pay a ransom to free her.

Police found the girls cowering naked in the dungeon when their tormentor was arrested four days later, along with a heroin addict, Michel Lelievre, 32, now the third defendant in the case.

Much is already known: 400,000 pages of confidential evidence have been leaked on DVDs that include photos from the autopsies of victims, of the recovery of their bodies, and child pornography found in Dutroux's possession.

Under Belgian law the press is free to publish evidence before a trial, as long as it does not breach rules on prejudice or privacy.

But there is another story: an appalling catalogue of legal and procedural errors, turf wars and incompetence by the police, politicians and judges - and, say some, irresponsible media.

The first investigating magistrate was dismissed after having supper with one of the victim's families. Several prosecutors, police officers and witnesses have committed suicide. Evidence has gone astray.

After Dutroux's arrest it transpired not only that he had been under surveillance, but also that he had served six years of a 12-year jail term for child rape. The prison governor described him as a psychopath. The Charleroi gendarmerie were told by an informer that he was deepening his cellars to conceal children before selling them abroad. But no report was ever filed.

"Dutroux was allowed back into society like a grenade with the pin removed, waiting to explode at any moment," wrote Marc Metdepenningen, a journalist who has covered the case extensively.

Worse still, police searched the house where Julie and Melissa were hidden but failed to find them. Once they heard cries for help but accepted Dutroux's claim that the noise was coming from children in the street. No listening devices, heat sensors or other equipment was used, but police found handcuffs, chloroform, vaginal cream and a gynaecological mirror.

Potential connecting information fell through the cracks between different police services, and particularly between units in the Dutch-speaking Flanders and Francophone Wallonia.

Escape


Grief and fury over the killings erupted into protests known as the Marche Blanche in 1996, when 350,000 people took to the streets of Brussels.

That was not the end of the story. Two years later the most hated man in the land escaped briefly; and it emerged recently that he had been allowed to correspond with a 15-year old girl for two years.

Dutroux mounted a bid for release on the grounds that he had been held for too long without trial and in inhumane conditions. Psychologists describe him as a having a strong sense of his own victimhood.

There is anger from the victims' parents about how they have been treated.

"It took four corpses, including my child's, before they would listen to us," said Gino Russo, Melissa's father.

"To be in court would sully the memory of my daughter," said Jean-Denis Lejeune.

For them and many others, the crucial question is whether Dutroux is telling the truth in hinting that he procured girls for a network of establishment figures, and that a massive cover-up is going on.

This was the thrust of revelations by a woman called Regina Louf, who told police of child sex parties involving judges, politicians, bankers and members of the royal family. But her stories of sadism, bestiality and murder have been widely dismissed as deranged fantasy.

The fourth defendant, Michael Nihoul, a 62-year old alleged conman and well-known figure at a Brussels sex club, is expected to loom large in this context. Nihoul denies supplying ecstasy pills to Dutroux and Lelievre in exchange for Laetitia Delhez.

Sabine Dardenne, in any event, has always said she never saw anyone but Dutroux during her captivity, strengthening the case that he was a "lone predator."

Now 20, Dardenne will be in court on Monday. "I want to look Dutroux in the eye and make him understand that despite everything he made me suffer I did not go insane," she said.

"I cannot forget what happened, but I am alive and I will prove it to him."

Actually, I'm totally with you on this one and it's one of the things that casek has brought up that has completely turned me off (/nohomo). The justifications behind saying he was connected hold little weight, too, since at that point anyone could get away with smoking pot and taking hallucinogens, not just Thompson. That, plus his rapid ascent into a journalistic diety could protect him much in the same way as that which is used to defend a conspiracy theorist's non-incarceration as being maintained by his high-profile.

Like I said before, Thompson's words exhumed a sense of responsibility to the truth that just does not come out of people who involve themselves in such horrible acts. This office was contacted by the Tallahassee Police Department on February 5, 1987, who requested assistance in attempting to identify two adult males and six minor children, all taken into custody the previous day. The men, arrested and charged with multiple counts of child abuse, were being very evasive with police in the questions being asked of them pursuant the children and their condition.

This agent contacted SS/A, Bob Harrold, RAC/Reston, Virginia, and requested telephone numbers and names of police persons in area police departments in an attempt to follow-up on two leads which were a Virginia license number and that the children had commented about living in a Washington, D.C., commune.

Subsequently, this office received a telephone call from the Washington, D.C. Metropolitan Police Department inquiring about the men and children. This office put the MPD and the TPD in contact with each other.

DETAILS OF INVESTIGATION:

On Thursday, February 5, 1987, this office was contacted via telephone by Sergeant JoAnn VanMETER of the Tallahassee Police Department, Juvenile Division. Sgt. VanMETER requested assistance in identifying two adult males and six minor children ages 7 years to 2 years.

The adult males were tentatively identified by TPD as Michael HOULIHAN and Douglas AMMERMAN, both of Washington, D.C. who were arrested the previous day on charges of child abuse.

The police had received an anonymous telephone call relative two well-dressed white men wearing suits and ties in Myers Park, (Tallahassee), apparently watching six dirty and unkempt children in the playground area. HOULIHAN and AMMERMAN were near a 1980 Blue Dodge van bearing Virginia license number XHW-557, the inside of which was later described as foul-smelling filled with maps, books, letters, with a mattress situated to the rear of the van which appeared as if it were used as a bed, and the overall appearance of the van gave the impression that all eight persons were living in it.

The children were covered with insect bites, were very dirty, most of the children were not wearing underwear and all of the children had not been bathed in many days.

The men were arrested and charged with multiple counts of child abuse and lodged in the Leon County Jail. Once in custody the men were somewhat evasive in their answers to the police regarding the children and stated only that they both were the children's teachers and that all were enroute to Mexico to establish a school for brilliant children.

The children tentatively were identified as Mary (deleted), white female, age 7; (deleted) LIVINGSTON, white male, age 6; (deleted) FRANKLIN, white male, age 4; (deleted) EVANS, white female, age 3; B.B., white male, age 2; and that they lived in tents in a commune in the Washington, D.C., area and were going to Mexico to go to a school for smart kids.

This office contacted the Office of the RAC/DC and spoke with SS/A Bob Harrold. This agent requested telephone numbers and names of police persons in area departments that might be aware of said activities described by the children and to follow-up on leads which were the Virginia license number and a check on the men's names with local law enforcement.

A short time later this office was contacted by Detective, Jim Bradley of the Washington, D.C., Metropolitan Police Department. Bradley indicated that the case here in Tallahassee appeared to be strongly related to a case he was currently working in the Washington, D.C. area.

He stated that the actions of the two men in custody in Tallahassee relative the children just might give his case enough probable cause for search warrants to search premises occupied by a cult group called Finders.

This agent directed Bradley to telephone TPD and discuss with police directly any activities forthcoming relative the instant case. At this time it was determined that there was no Customs violations found to exist and therefore, this case is being closed pending receipt of additional information.

On Thursday, 2/5/87, the duty agent, SS/A Bob Harrold, received a call from SS/A Walter Krietlow, USCS, Tallahassee, Florida. SS/A Kreitlow was seeking assistance in contacting an appropriate local police agency to coordinate a child abuse investigation in with the Tallahassee Police Department. SS/A Krietlow further requested assistance in checking some names, addresses and a vehicle through the Customs Child Pornography Unit data base, and stated there was some suspicion of the subjects being involved in supplying children for the production of child pornography. Further, he was informed by the Tallahassee Police Department that the children may have been enroute to Mexico from the Washington, D.C. area. The possibility of Customs interest in the investigation due to possible violations of the Child Protection Act of 1984, and the alleged nexus with the U.S./Mexican Border were discussed and agreed upon. SS/A Krietlow related the following background information. SS/A Krietlow was contacted by the Tallahassee Police Department for assistance in identifying six children and two adults taken into custody in the Tallahassee area. U.S. Customs was contacted because the police officers involved suspected the adults of being involved in child pornography and knew the Customs Service to have a network of child pornography investigators, and of the existence of the Child Pornography and Protection Unit. SS/A Krietlow stated the two adults were well dressed white males. They had custody of six white children (boys and girls), ages three to six years. The children were observed to be poorly dressed, bruised, dirty, and behaving like wild animals in a public park in Tallahassee. The police were notified by a concerned citizen and all eight persons were taken into custody. The subjects were living out of a white 1979 Dodge van, Virginia license no. XHW 557. Upon being taken into custody, the adult white males refused to cooperate, one of whom produced a "business" card with a name on one side and a statement on the other. The statement indicated that the bearer knew his constitutional rights to remain silent and that he intended to do so. Upon interviewing the children, the police officers found that they could not adequately identify themselves or their custodians. Further, they stated that they were enroute to Mexico to attend a school for "smart kids." SS/A Kreitlow was further advised the children were unaware of the function and purpose of telephones, televisions and toilets, and that the children had stated they were not allowed to live indoors and were only given food as a reward.

After receiving the request from Tallahassee, SS/A Harrold contacted me while I was on official business at Customs Headquarters. He requested that I conduct computer checks on the Customs Child Pornography Unit data base. The checks were to be conducted on the names, addresses, and a vehicle provided by SS/A Krietlow. After conducting the computer checks, I made direct contact with SS/A Krietlow to inform him that all the checks were negative. At that time I was informed by SS/A Krietlow that the Tallahassee police had discovered large quantities of records, to include computer discs and a U.S. passport in the van. From some of these records the police had obtained tentative identification of the two adults, and partial identification of the children. Furthermore, the two Washington, D.C. addresses had been discovered through these documents, one of which was verified through the vehicle registration. I advised SS/A Krietlow I was leaving Headquarters and he would be receiving a response to the remainder of his request from SS/A Harrold. I then left as stated and proceeded to conduct other business in the District.

A short time later, at approximately 11:30 a.m., SS/A Harrold contacted me by radio, and advised me that a Detective Jim Bradley of the Washington, D.C. Metropolitan Police Department (MPD) was interested in the information provided by SS/A Krietlow, was in contact with Tallahassee, and would very probably be conducting search warrants in the area later in the day. He also informed me that U.S. Customs was invited to participate due to the continuing possibility of violations of law enforced by the Customs Service. As I was already in Washington, I terminated my other business and proceeded to make contact with Detective Bradley, Intelligence Division, MPD.

Upon contacting Detective Bradley, I learned that he had initiated an investigation on the two addresses provided by the Tallahassee Police Dept. during December of 1986. An informant had given him information regarding a cult, known as the "Finders" operating various businesses out of a warehouse located at 1307 4th St., N.E., and were supposed to be housing children at 3918/3920 W St., N.W. The information was specific in describing "blood rituals" and sexual orgies involving children, and an as yet unsolved murder in which the Finders may be involved. With the information provided by the informant, Detective Bradley was able to match some of the children in Tallahassee with names of children known alleged to be in the custody of the Finders. Furthermore, Bradley was able to match the tentative ID of the adults with known members of the Finders. I stood by while Bradley consulted with AUSA Harry Benner and obtained search warrants for the two premises. I advised acting RAC SS/A Tim Halloran of my intention to accompany MPD on the execution of the warrants, received his permission, and was joined by SS/A Harrold. SS/A Harrold accompanied the team which went to 1307 4th St, and I went to 3918/20 W St.

During the execution of the warrant at 3918/20 W St., I was able to observe and access the entire building. I saw large quantities of children's clothing and toys. The clothing consisting of diapers and clothes in the toddler to pre-school range. No children were found on the premises. There were several subjects on the premises. Only one was deemed to be connected with the Finders. The rest were renting living space from this individual. He was identified as Stuart Miles SILVERSTONE, DOB/061941, U.S. Passport No. (deleted). SILVERSTONE was located in a room equipped with several computers, printers, and numerous documents. Cursory examination of the documents revealed detailed instructions for obtaining children for unspecified purposes. The instructions included the impregnation of female members of the community known as the Finders, purchasing children, trading, and kidnapping. There were telex messages using MCI account numbers between a computer terminal believed to be located in the same room, and others located across the country and in foreign locations. One such telex specifically ordered the purchase of two children in Hong Kong to be be arranged through a contact in the Chinese Embassy there. Another telex expressed interest in "bank secrecy" situations. Other documents identified interests in high-tech transfers to the United Kingdom, numerous properties under the control of the Finders, a keen interest in terrorism, explosives, and the evasion of law enforcement. Also found in the "computer room" was a detailed summary of the events surrounding the arrest and taking into custody of the two adults and six children in Tallahassee the previous night. There were also a set of instructions which appeared to be broadcast via a computer network which advised the participants to move "the children" and keep them moving through different jurisdictions, and instructions on how to avoid police attention.

One of the residents was identified as a Chinese National. Due to the telex discovered referencing the Chinese Embassy in Hong Kong, he was fully identified for future reference: WANG/Gengxin, DOB/092747, POB/Tianjin, People's Republic of China Passport No. (deleted), entered the U.S. on January 22, 1987, admitted until December 31, 1987. He is in the U.S. as a graduate student in the Anatomy Department of Georgetown University. His Visa was issued on November 10, 1986, in London, England, number 00143.

During the course of the evening, I contacted Sector 4 to initiate a TECS check on SILVERSTONE, and initiate an archives check on him for the last four years. I also contacted SS/A Halloran to keep him advised of the proceedings and asked for and received permission to contact SS/A John Sullivan of the CPPU to query some names through the CPPU data base. SS/A Halloran told me he would call Southeast Region Headquarters to keep them posted on the proceedings as well. I later contacted SS/A Sullivan for the stated purpose, and in the discussion that followed I gave him some background on the purpose of the request. I advised him that the information was not for dissemination at Headquarters, that Region was being notified, and that Region would probably contact Headquarters later if deemed necessary. SS/A Sullivan assured me that the information would go no further until official notification was made by Region. No positive matches were obtained from the CPPU data base. I was later joined at the W Street address by SS/A Harrold. SS/A Harrold advised me that there were extremely large quantities of documents and computer equipment at the warehouse, and that MPD was posting officers inside the building there and sealing the building until morning, in which a second warrant for that premises would be obtained and executed. SS/A Harrold also advised me that the news media had been notified and had been waiting for the execution of the warrant at the 4th Street address. Detective Bradley later stated that the MPD Public Information Officer had been contacted by a Tallahassee reporter. When it became apparent that the PIO had no information on the search warrants, the reporter contacted local media representatives and a check of public records containing the affidavits for the search warrants disclosed the locations and purpose of the warrants. Detective Bradley surmised that someone on the Tallahassee Police Department was the original source of the information for the press. I advised SS/A Halloran of the involvement of the press, and he stated that he would, in turn, relay the information to Region. SS/A Harrold and I assisted in the transport of the evidence seized pursuant to the warrant and cleared MPD after the press left the area.

On Friday, 2/6/87, I met Detective Bradley at the warehouse on 4th Street, N.E. I duly advised my acting group supervisor, SS/A Don Bludworth. I was again granted unlimited access to the premises. I was able to observe numerous documents which described explicit sexual conduct between the members of the community known as Finders. I also saw a large collection of photographs of unidentified persons. Some of the photographs were nudes, believed to be of members of the Finders. There were numerous photos of children, some nude, at least one of which was a photo of a child "on display" and appearing to accent the child's genitals. I was only able to examine a very small amount of the photos at this time. However, one of the officers presented me with a photo album for my review. The album contained a series of photos of adults and children dressed in white sheets participating in a "blood ritual." The ritual centered around the execution of at least two goats. The photos portrayed the execution, disembowelment, skinning and dismemberment of the goats at the hands of the children. This included the removal of the testes of a male goat, the discovery of a female goat's "womb" and the "baby goats" inside the womb, and the presentation of a goat's head to one of the children.

Further inspection of the premises disclosed numerous files relating to activities of the organization in different parts of the world. Locations I observed are as follows: London, Germany, the Bahamas, Japan, Hong Kong, Malaysia, Africa, Costa Rica, and "Europe." There was also a file identified as "Palestinian." Other files were identified by member name or "project" name. The projects appearing to be operated for commercial purposes under front names for the Finders. There was one file entitled "Pentagon Break-In," and others referring to members operating in foreign countries. Not observed by me but related by an MPD officer were intelligence files on private families not related to the Finders. The process undertaken appears to be have been a systematic response to local newspaper advertisements for babysitters, tutors, etc. A member of the Finders would respond and gather as much information as possible about the habits, identity, occupation, etc., of the family. The use to which this information was to be put is still unknown. There was also a large amount of data collected on various child care organizations.

The warehouse contained a large library, two kitchens, a sauna, hot-tub, and a "video room." The video room seemed to be set up as an indoctrination center. It also appeared that that the organization had the capability to produce its own videos. There were what appeared to be training areas for children and what appeared to be an altar set up in a residential area of the warehouse. Many jars of urine and feces were located in this area.

I should also mention that both premises were equipped with satellite dish antennas.

I discussed the course of action to be taken by MPD with Detective Bradley. He stated that he was only interested in making the child abuse case(s). I was assured that all of the evidence would be available to U.S. Customs in furtherance of any investigative/criminal action pursued. MPD personnel were to begin around the clock review and sorting of the evidence until completed. Customs will have access after this is accomplished. This will include several U.S. Passports discovered during the search.

Upon leaving the 4th Street premises, I encountered a news media representative and was asked the reason behind U.S. Customs involvement in the investigation. I advised the reporter that I could not discuss anything and I referred her to the PAO/DC. I left immediately thereafter.

There is no further information available at this time. It will take three to five days for all the information to be sorted, reviewed and logged by the MPD. I will maintain contact with Detective Bradley until the evidence is again accessible.

On Thursday, February 5, 1987, Senior Special Agent Harrold and I assisted the Washington D.C. Metropolitan Police Department (MPD) with two search warrants involving the possible sexual exploitation of children. During the course of the search warrants, numerous documents were discovered which appeared to be concerned with international trafficking in children, high tech transfer to the United Kingdom, and international transfer of currency.

DETAILS OF INVESTIGATION:

On March 31, 1987, I contacted Detective Jim Bradley of the Washington, DC Metropolitan Police Department (MPD). I was to meet with Detective Bradley to review the documents seized pursuant to two search warrants executed in January, 1987. The meeting was to take place on April 2 or 3, 1987.

On April 2, 1987, I arrived at MPD at approximately 9:00 a.m. Detective Bradley was not available. I spoke to a third party who was willing to discuss the case with me on a strictly "off the record" basis.

I was advised that all the passport data had been turned over to the State Department for their investigation. The State Department in turn, advised the MPD that all travel and use of the passports by the holders of the passports was within the law and no action would be taken. This included travel to Moscow, North Korea, and North Vietnam from the late 1950s to mid 1970s.

The individual further advised me of circumstances which indicated that the investigation into the activity of the Finders had become a CIA internal matter. The MPD report has been classified SECRET and was not available for review. I was advised that the FBI had withdrawn from the investigation several weeks prior and that the FBI Foreign Counter Intelligence Division had directed MPD not to advise the FBI Washington Field Office of anything that had transpired.

No further information will be available. No further action will be taken.
