See the hilariously ingenious thing is that this assumes there is an accurate method of measuring, capping, and punishing corporations who surpass their carbon emission units!


I can totally see the fine per unit of excess being as much as the cost of a unit, so corporations will have no need to follow this at all

this gives companies a justification for raising service costs and passing them on to the consumers... Did anyone bother to check how completely unenforceable this really is ?
