Toronto's quality levels are so high, because they only paint legal jobs and permission walls. For the most part anyhow.. When I was there, I hardly saw any bombing.. SIGHTOS and SIRKUT were the only ones up very much.. Some SESKO stuff... UN CREW rooftops. All I noticed. I was only there for 2 days...

Im pretty convinced the Queen Alleys are legal.
