FOUR SEPARATE INVESTIGATIONS were under way into the weekend arrest, caught on video by a vacationing Sacramento man. The FBI on Tuesday opened an investigation, adding its probe to ones already under way by the Inglewood Police Department, the Los Angeles County Sheriff’s Department and the Los Angeles County District Attorney’s Office.
“We’ve asked the FBI to open an investigation to look into possible civil rights violations, and my understanding is that the case has been opened,” said Thom Mrozek, spokesman for the U.S. Attorney’s Office in Los Angeles.
Mrozek said the FBI had not drawn any conclusions but would try to determine if officers had committed federal offenses because they were acting under “color of authority.”
Dorn, a former prosecutor and judge, called on prosecutors to charge Morse with at least four felonies and said he had no patience for investigations and did not care what happened before the tape started rolling.
“I’m not concerned at this point what happened before the video was turned on,” Dorn said. “In my mind, I can’t think of anything that this teenager could have done that would justify the conduct that I observed on the video.”

I've seen the video a number of times and have this to say: This was in no way a justfiable use of force, but to say it was all the white cops fault, is wrong. If you look at the video only after the punch doea the latino officer attempt to stop the white officer and the african-american officer just stands around watching from 2 feet away. To bring race into it makes it just makes it worse, why not just say "Police officer beats young man", or something to that effect. I hate it when people think that all white people hate minorities, it makes you look and sound as bad as the guys in bed sheets.

that cop fucked up, WAY fucked up... but, what can you do, of coure the police force breeds a atmosphere of violence but unless they can prove a history of racial intolerance on this officer's part then this is just a case of unneccesary force.

Will it change anything? Doubtful...
Solution? Write the guy a big ass check and prosecute the cop...
And, most cops don't have any priors, so this will result in 'time served' and probation most likey, perhaps some court ordered restitution but, the windfall will come from the civil lawsuit against the department so, ALL OF YOU, realize that that cop is punching a guaranteed future millionaire, so, don't cry too much... still, that cop is a dick and I hope he serves time

the definition of the word 'suspect' places no qualifications on age... if the cops 'suspect' you of wrong doing, no matter your age, you are, by definition, a 'suspect'... and none of that speaks to the civil rights abuse...

well, it seems like in the reports I've seen they've referred to him as a 'black youth'... now, the youth part tells me he's a minor, I never knew he was actually 16, but the black part seems irrelevant and sensational... and, to the second sentence thing, right on, but people do crazy shit... I'm sure they are waiting on toxicology test results and stuff... also, who's to say this kid didn't just get way out of hand (before the handcuffs part) with his reaction... I mean, yeah, it was wrong for the cop to hit a restrained suspect, but that doesn't mean he wasn't provoked... Cops are just supposed SUPPOSED to have more restraint than your average detainee...
The thing is, anything that occured before the 'punch' MAY be considered a mitigating factor in the criminal case, however, the suspect was CLEARLY restrained, so, while that may save the cop in criminal court, it won't help at all in civil court. Of course, the cop will be named in conjunction with the PD in the civil suit, and, while the city will be easily able to absorb the settlement and pay in full, I'm sure this cop will be writing checks every month for the rest of his life...
watch the footage again, this time, ignore the cop/black kid relationship, instead, watch one man become exceedingly wealthy while another ruins his own future

And regardless of what happened before they cuffed him - the kid was beaten after he was cuffed. That right there should be enough to put they guy away, which probably won't happen knowing how it all works. They would have fully gotten away with it if it weren't on video.

You're right - it happens all the time. At least ten people I know have personal stories of police brutality. If it's not on tape, you don't have a case. It's the good ol' boy system. It's wrong all the time. But the fact that a white cop beat up a black kid in a predominantly black neighborhood fuels the fire, and makes it look like the cop was looking for a chance to abuse his authority.

I disagree about how things look on the surface, seems like personal bias has entered that characterization. I tend to think the appearance of his name on a report of ecessive force from a week or so earlier, in the same neighborhood, supports the idea that he was abusing his authority... but it still doesn't prove racial prejudice... the fact that it's a predominantly black neighborhood may make that even harder to prove...

from what i've seen and read i believe that the incident wasn't racially motivated. not saying it wasn't bad but it has nothing to do with race just a cop/cops acting like an idiot.
But you cant blame people for saying that it's racially motivated even though it isn't because if you lived in dudes neighborhood i think you'd jump at any chance to point out how corrupt the police behave. Cops can be assholes not all but alot, especially in the city. If this incident wasn't considered "racially motivated" it would have never made the news and cops would be getting away with this behavior in that neighborhood and nothing would be done about it.

It totally fails to address the possible underlying issue of racism (individual, and perhaps institutional in the Inglewood PD)... Where we ALL need to go is into the investigative phase for a bit, then we'll enter the judicial phase and FINALLY with the punative phase... that's a year away at best...

i noticed this on the news the other day....
and ive heard some people talking about it at work.....
from what theyve had to say about it, the officer that punched him had apparently been cut by the kid in the attempt to arrest him...
and that the one punch wasnt the only one thrown..
im not sure if its true or not, and if it is you can argue that once the cuffs are on all hostility should cease...which i think they should...but i dunno...
its kinda fucked up how much everyone tries to emphasize the race card here too...

the cop does have a clearly visible cut over his left ear, but... again, it's only a small mitigating factor, it may explain the atmosphere surrounding this even but it fails to offer any justification for hitting a restrained prisoner and the slam on the car was out of line...
also, if you watch closely, you'll see that the cop wants to hit him again after the first punch, the cop on his right (the left on TV though) reaches in and blocks his arm. Then the 'hitter' tries to raise his arm and get another clear shot at the kid...

that's just sick. the kid was SIXTEEN AND HANDCUFFED. you have to wonder "what happens in secluded areas - and when cameras AREN'T rolling?". way too many cops have power trips. it's just a fact. and like somebody said about cops before on here - sure your job may be tough, but nobody makes you stay.
that cop who slammed that BOY (not even legally an adult yet) should be put in a prison cell prison with a huge gay black dude. i think he'd learn his lesson after he was somebody's girlfriend for a while.

while it was wrong of the cop to punch the kid (in my opinion), if the kid is facing a charge for assault and battery of a cop (which would be where the cut above his ear?) would come into play, it would probably be overlooked that he was 16, because 16 year olds get tried as adults for murder all the time.
bottom line, if you are told you are under arrest DONT FUCKING GET AN ATTITUDE WITH COPS.....much less cut one.
i would like to see the rest of the tape, cause you never know, maybe the kid didnt cut the cop, maybe that was there beforehand.

I dont know about all that, but a non-voilent protest/rally will be taking place on Friday in Inglewood if anyone is in the area and is interested in the support against police brutality. Im sure it will be by city hall.

There is a general practice of fucking with people, especially young and poor minorities specifically. Im sure pistol, and a few others know what Im talking about, cuz shit like that goes down all the tme in LA. It was fucked up that they were arresting the dad for suspended fucken license! That is such a minor offense to be taken into jail, thats why the son freaked out. Police racism isnt also just a black/white issue, Especially in places like inglewood, a lot of black and brown people dont get along, so just cuz the punchin cop was brown dont mean shit. Ive gotten my ass beaten by young latino cops just as bad as white cops. Its fucked up cuz the underlying attitude of police in Southern Cali aint addressed, The whole "us vs. them" mentality, the NAAcp even tried suing the LAPD For this practice rather than community involved policing which is quite successful. I think the media is still on the whole "god bless america" crap so they are trying to compare it to rodney king so to polarize it and make it look like an isolated case, which is sad cuz people get beat by cop daily. Fuck all would happen..When I think of when I was at school where there were far more black kids than white kids, and they could call me white this white that and get waay with it(even in front of teachers) but if I ever said anything remotly racist back I would be suspended or expelled..But then again Stephen Lawence went more school(a black kid who was racially abused and stabbed to death in 1993 in Eltham south London) so there was always a lot of tension..

I got pushed around and mistreated by the cops a couple of times when I was a kid. Both times it was because I was out late at night, in a neighborhood where I did not live and when the cops stopped us, I got mouthy and sarcastic with them.
The second time, I got put in handcuffs and thrown on the hood of the patrol car, and the cop cut off my pony tail (I wore my hair real long--it was the early '70s) with a Buck knife. Then they took off the cuffs, tossed me onto a lawn and drove off.
I didn't deserve it, but I brought it on myself by talking shit.
As I grew older, I got smart and learned to address big groups of strong, armed men with respect. I don't diss police officers. I also don't diss Hells Angels, Bandidos, Marines, bull riders, Crips, Bloods, etc., etc.
Why? Cause I don't like getting my ass kicked. This is just common sense. Some people don't see it that way, for instance, Bandidos in Houston used to always talk shit to the cops. Every time they did, the cops would arrest them, have their motorcycle towed to the ends of the earth, charge them with everything in the book, and usually the Bandit would resist, giving the cops the perfect excuse to beat the ever-loving shit out of them before taking them to jail.
1.) Treat police officers with respect. Address them as "Officer," or "Sir."
2.) Keep your mouth SHUT unless you are asked a question.
3.) If they arrest you, DON'T RESIST. (Hel-LO.) Just go peacefully.
4.) At the station, just give name, age, phone number and address.
5.) Wait patiently to get bailed out, then HIRE A LAWYER to help defend yourself in Court.
You are not going to win being oppositional on the street with the cops. They have the mentality that, whatever happens, they are going home to their wives and families at the end of the shift. If that means they have to beat your ass, or even shoot you, they will. If you are smart, you will follow the rules listed above. Or not. Up to you--your choice.

An attorney representing the officer said Thursday that Jackson deserved to be punched because he grabbed the mid-section of the officer in the moments before he was hit.
"He took action that required he be punched," attorney John Barnett told CNN. "The facts will show that the use of force was restrained given all of the circumstances."
"You cannot see what the subject is doing with his hands just prior to being hit in the face," Barnett said. "It's reported that [Jackson] after being placed on the vehicle grabbed the testicles of the officer, and thereafter he was punched."
"The juvenile attacked our deputy, which started the scuffle in the first place," said Lt. Carl Deeley, a sheriff's department spokesman. "The young man lunged at the deputy, who then had to grab him, and they struggled with each other."

I think its a good idea about the cop sayin his balls were grabbed, but it aint true.If you look at the whole video the cop who threw him on the hood and punched him after wasnt even at an angle where he could get his jewels squeezed. Either way I aint buyin the whole "he deserved it' shit.Although Kabar had some usefull and obvious tips, ive been in situations where the cops beat me and my friends unprovoked. Although race might have been involved this aint a black and whte thing. LA is a very segregated city and has no one working in the department of race relations.I wasnt surprised to see these black leaders tootin their horn abou how blacks are fucked with, even though a majority of police brutality is towards latinos, yet not a word is mentioned about anyone else but blacks.If minorities want more equality, then we gotta stop working against each other and start unitying. i dont understand what a grown man would be thinking, holding a cuffed boy (who looks skinny as fuck in the video), and slammin his grill in a car. i've been in fights with people my age but a little bit shorter and i feel bad for *punching* them in the grill let alone slammin their face into metal.(that statement probably sounds completely ignorant, sorry).. i just cant imagine beatin some kid, restraining is one thing, bitch smackin even, but pushing his face into the hood of a car. sickning. i hope some big ass black dude twice his size see's him out on the street and puts a brick thru his mouth.

Plus, he beat another guy into a coma in june, and has a history of abusing minorities. If I worked at Mcdonalds and kept on fucking up Id be fired, if I threw boilin grease on customers Id be in jail. Im sure none of you guys defending these pigs have been the victims of REAL unprovoked police brutality, the kind that puts you in the hospital.

look chozer, i've had run-ins with cops before. i'm not some shit that is like fuck the cops, and acts disrespectful. i respect the law, and if i break it, i respect the fact i will be dealt with. however, grown men don't need to deal with minors the same way they would deal with grown men. if this kid was like 6'4, 250 lbs it'd be a different story. but that kid is at least a head shorter and not even half the build as the cop. that's like slamming a restrained woman face first into the hood of the car. You just don't have the nerve to do that unless you are fucked in the head.

When I was 11 my class went to the simon weisenthal museum. They were assholes to my all brown class and accused one of my classmates of stealing something(which he didnt).The cops showed up and put all the male students on the floor while they pushed our faces into the cement and searched us, which brought out no stolen weapons. Ive also been beaten by cops for no reson whatsoever.The first time was when I was 14 by the sherriffs. I was pulled over and searched.I had a record so the cops cuffed me and started calling me a bitch and what gang I was from. All this time i was polite to the cops cuz I had spent some time in juvi and knew not to fuck with cops. After they threw me on a fence that cut my chest I yelped and they beat the shit out of me, I ended up witha minor concussion and bruised rib, Im 5'6" now, and I was a lot smaller and skinnier at the time and these cops were big dudes. I also got pulled over once and got put in the hospital after asking politely to see the watch commander cuz I felt like I was unnecesarily stopped( I never even recieved a ticket). i have some more fun storeis but Im lazy.Its guys like you who defend create these assholes by making up stupid excuses for their misbehavior. I have family in the police force so I know better and have always treated officers with respect, sadly it there were a fewtimes when it was not reciprocated.

Chozer, Im sorry if I hurt your feelings. I get really fired up on this issue since Ive been the victim of unprovoked police brutality and discrimination, which aint fun. But the truth is cops do some fucked up shit and must be held accountable for their misdeeds. i respect cops, and have family who are cops, and they agree that many cops are dickheads. This is not a case of bad apples, law enforcement wrongly encourages overly aggressive behavior,especially towards minorities, with no repurcussions. It is not smart to make ignorant ass comments when you dont look at the total situation.
