the s.f. scene is not dying at all. it may not have the people you want to see doing graffiti but there are plenty of kids, and i mean kids, putting in a lot of work. walk around downtown and the tenderloin and check out cyf, cyfer. thatt kid is running it. the old emporium building across from powell and market, busy street corners all over, trucks galore, mcdonalds at 7th and market, the list goes on and on. i hope he's documenting it. in two months he's taken over a hot, high profile area of the city,alone. the ckt kids are still bombingtoo. it looks like they go out at least twice a week. their blessing is they aren't at all picky or choosy they'll do graff anywhere. they cover a lot of ground in the city and keep a consistant presence which is important right now. these kids and others like them are probably the new face of s.f. graffiti and they shouild be commended for bombing hard and a time, whether they know it or not, that it's vital to keep graffiti in the city and remind the man that it isn't ever going to be easily eliminated.

Graffiti on public buildings is costing The City $2 million a year in clean-up expenses, while vandalism of private property costs an additional $3 million, according to Alex Mamak of the Department of Public Works.

The City has, until now, covered the cost of cleaning up graffiti from private property by providing paint to homeowners.

Now it plans to make it compulsory for homeowners to clean up graffiti within a to-be-determined time limit or face a citation, says Mohammed Nuru of the Graffiti Advisory Board.

The DPW will continue to provide the paint, but may charge for it, Nuru says.

Most costly to The City and troubling to police is the use of an "acid etching" technique. This method, commonly used in stained-glass windows and commercial advertising, cuts right through most materials, leaving permanent marks.

The advisory board plans to study how other cities are responding to the new, destructive graffiti trend.

To crack down on the problem, cops are conducting stakeouts that target graffitists and raid their homes, according to graffiti-abatement officer Chris Putz of the San Francisco Police Department.

Studies show that overt graffiti gives people the feeling that an area is dangerous and show that the quick removal of graffiti is a deterrent to future would-be vandals.

In San Francisco, police raids on known graffiti artists have netted all sorts of incriminating evidence, from videotapes of midnight tagging exploits to telltale spray cans marked "red" and "yellow" so that the perpetrators know what color they are using when they leave their tag under cover of night.

The Police Department and the District Attorney's Office have even started to prosecute hard-core vandals as felons, rather than bringing the lesser charge of a misdemeanor, according to Putz.

The illicit genre of graffiti is highly evolved and sophisticated -- just ask Rocky.

Sitting outside a courtroom at the Hall of Justice last Wednesday, he is nervous because he is facing a string of misdemeanor graffiti charges, but he seems proud of what he does.
