How to ban

i just opened a thread focused on a scene that has a few who like to start shit. I made it a point to tell them, in a general sense, that if any shit starts they will be banned. My question how do I bann them, can i do it on my own, or do I email the webmaster. please reply or email me at nelchron@yahoo.com... thanks
