POLICE have unleashed a war on Melbourne's graffiti menace, smashing a gang accused of leaving a $1 million trail of damage across the city. Police say they snared one of the gang's two ringleaders in what may be Australia's most important arrest over train graffiti.

A hunt has been launched for a second ringleader, who police say has fled to Europe.

The two men could face up to 10 years' jail under criminal damage laws.

The Herald Sun believes the pair used the tags "Stan" and "Bonez" and headed the notorious 70K crew. (The gang name refers to 1970s kids, because gang members were born in the 1970s.)

The police breakthrough, stemming from a series of raids last month, coincides with a $1 million clean-up campaign to rid Melbourne of graffiti.

A Herald Sun investigation has found:

MELBOURNE is one of the five worst cities in the world for graffiti.

GRAFFITI caused 41 trains to be cancelled and 69 to run late in the three months to December.

CITY council contractors plan to wipe out 4000sq m of graffiti between now and the Commonwealth Games.

STATE Government workers have started cleaning Melbourne's worst eyesore, the Jolimont train corridor.

FREE train outlines that enable vandals to practise at home before committing their crimes are available on a Melbourne website.

SERVICE groups such as Lions clubs will adopt train stations and keep them graffiti-free under a plan by a new anti-graffiti group called Love Melbourne.

Police Minister Tim Holding said the $1 million clean-up would focus on inner city eyesores and Commonwealth Games areas.

The Government is also working with the police to set up a specialist anti-graffiti police taskforce to investigate and prosecute graffiti offenders.

A statewide database of tags is also being set up to help police catch and prosecute repeat offenders.

And a program under which other offenders on community-based orders are required to remove graffiti is being expanded.

"Graffiti is not only ugly. It's a serious criminal offence," Mr Holding said.

"The Government wants our city looking its very best for the Commonwealth Games and, in the longer term, wants to stamp out this unsightly problem."

The two men at the centre of the police raids are expected to be charged as soon as evidence is assembled linking them to the crimes.

Police Supt Kevin Sheridan said the pair had caused more than $1 million in damage to trains, buildings and other structures over two years.

"These two suspects would be two of the most prolific graffiti criminal damage people in Melbourne," said Supt Sheridan, from the Transit Safety Division.

"Our team has made a significant breakthrough to disrupt the damage and disruption caused on the public transport system.

"We believe it will lead to further arrests.

"It's my belief that it would be the most significant arrest within Australia in terms of the estimated dollar damage to public transport."

Police seized 460 cans of coloured spray paint as well as several four-litre tins of paint and painting equipment during raids on two homes in Richmond and Mornington on December 8.

It is believed police also seized material expected to help link the two men to documented crimes.

The estimated $1 million-plus damage bill includes only the cost of cleaning and repairs, not indirect costs to the community and train operator Connex, which must pay huge fines when forced to sideline vandalised trains.

Police are contacting overseas authorities to track down the second man, and are preparing to send photos of his graffiti tags to help pinpoint him.

The Herald Sun found hundreds of unsightly tags by the pair on train bridges, walls and fences in a two-hour drive in Melbourne this week.

The pair favour inner-city train corridors where thousands of commuters see their work, especially around Richmond.

One of their most prominent tags -- a scrawled "Stanley + Bonez" -- is below a huge billboard next to CityLink at the Racecourse Rd entrance.

Another huge "Stan + Bonez" tag is scrawled in black paint several storeys above ground between Southern Cross and Flinders St stations.

It is believed the pair have also travelled to NSW and Queensland to illegally apply graffiti.
