Honolulu cracking down on graffiti

It's a neighborhood nuisance that just won't go away, graffiti. Now, the City is considering new steps to crack down on tagging.

The City calls it an eyesore and, it's popping up everywhere you look. Even after graffiti is cleaned up, taggers return to leave their calling card.


“It was full of graffiti from one end to the other. The whole wall really.”

This private Manoa road wall has a clean slate for now, but Representative Kirk Caldwell and City Councilmember Ann Kobayashi fear it's only a matter of time before the markings are back.

“I'm sure you come back this weekend, it's going to be painted again. It's like an open canvas that says come and paint on me,” said Caldwell.

Just down the road, we found similar spots taken over by taggers, again, on private property.

“There's a lot of graffiti on public property and the City is doing an incredible job when you think of the number of places that have graffiti, constantly cleaning up. But what happens when there's graffiti on private property?,” said Caldwell.

“The problem is getting onto private property,” said Kobayashi.

Councilmember Ann Kobayashi has proposed legislation to allow the City to clean up graffiti on private property, visible from a public place. The process would start with a letter to property owners.

“If they don't take action in a 30 day period, a fine could be leveled. That'll be open for discussion, but importantly it'll allow the City to come on to private property and clean it up themselves,” said Caldwell.

This proposal comes on the heels of a crackdown on graffiti, and talk of a wall set aside for taggers. Right now, penalties range from 30 days to 10 years in jail and fines up to 20-thousand dollars. City law prohibits minors from buying supplies used to vandalize property.

This anti-graffiti bill is in its early stages. Lawmakers are optimistic it will be approved because studies show immediate removal is the best way to discourage graffiti.
