Senator John McCain of Arizona, one of Amtrak's harshest
critics in
Congress, has joined Senator Ernest Hollings of South
Carolina in
introducing legislation that would give Amtrak $1.77 billion
over two years
to improve safety and security.
Section 2 of the Rail Security Act of 2001 would authorize
$515 million for
system-wide Amtrak security upgrades; $998 million for New
York tunnel
"life-safety" projects plus rehabilitation of tunnels in
Baltimore and
Washington; and $254 million to improve emergency
accessibility to New York
City's Penn Station, renovate the Thames and Niantic bridges
in Connecticut,
and continue installation of the ACSES (Advanced Civil Speed
Enforcement
System) in high speed territory.
Other parts of the bill are directed at freight railroads.
Section 3
requires the U. S. DOT to review existing regulations "and
identify
potential revisions to improve rail safety and security."
Section 4 orders the DOT Secretary to "assess the security
risks associated
with rail transportation and develop prioritized
recommendations for
improving the security of rail tunnels, rail bridges, rail
switching areas,
and other areas posing significant rail-related risks to
public safety and
the movement of interstate commerce." This section would
require a report,
due within 180 days, which would include recommendations for
"federal
financial, technological, or research and development
assistance to
railroads to improve security and reduce the likelihood of
crime or
terrorist attacks."
